5. CONSENT AGENDA (The following consent items will be approved with a single move, second, and vote, unless a Commissioner asks that they be taken off the Consent Agenda.)

A) Captain Jennifer Brown

1. Deputy Gary Bledsoe is leaving the Rockingham County Sheriff’s Office on August 1, 2024, after 13 years and 3 months of service. He wants to buy his service gun for $100, which is what the County Policy and NCGS 17F-20 say.

 

2. Detective Dan Hardy will be leaving the Rockingham County Sheriff’s Office on August 1, 2024, after 29 years of service. He wants to buy his service gun for $1, which is what the County Policy and NCGS 17F-20 say.

 

3. Lt. Jon Peters is leaving the Rockingham County Sheriff’s Office on September 1, 2024, after 28 years and 6 months of service. He wants to buy his service gun for $1, which is what the County Policy and NCGS 17F-20 say.

 

4. Add $29,500 to the budget for the Sheriff’s Office as part of the NCDPS 2023 Byrne-JAG LEO Block Grant Award. The grant number is 15PBJA-23-GG-03000-JAGX, and the agreement number is 202007115. The money will be used to buy body armor, handheld 800mHz radios and accessories, and communication system mics for deputies.

 

5. Ask for the jail to accept a $740,396.84 NCDPS grant (19-RFA-RQ96528-WAX Medication-Assisted Treatment in Jails) so that a MAT (Medication Assisted Treatment) program can be set up. The grant was approved because the jail met the priority standards set by the NC General Assembly in line with S.L. 2021–80.

 

6. The grant will pay for FDA-approved drugs to treat alcohol and/or opioid use disorder in prisoners ($686,316.80) and the hiring of a Medical Technician for one year ($54,080.04 annual salary) to do routine medical checks on prisoners while the nurse on staff gives medications to prisoners in the MAT program. This request is to accept the award and give permission for the Med Tech job and the purchase of medicines during the grant time.

 

7.  Ask that money from the Jail Canteen be used to buy a professional Till Skillet for the Jail Kitchen to replace the broken one that is already there. The kitchen staff uses this gear every day to make food for the prisoners.

 

8. You can cook a lot of different kinds of food in it at once by steaming, cooking, boiling, frying, grilling, or sautéing. Food can be warmed up in it, and cooking jobs can be done faster. It cooks food evenly, lets you set the temperature, and keeps the nutrients inside. Before taxes, it costs $29,630.00.

 

B) Pat Galloway, Director of Financial Services

1. You should add $99,189 to the South Rockingham Corporate Park Water & Wastewater Project fund because you got more CDBG grant money when the project ended in July 2024. The project was changed and wound down in May 2024.

 

2. The project fund will be able to accept funds again, and the right amounts will be transferred to the General Fund and the Water and Sewer Fund. The fund will then be closed again in FY 2025.

 

3. The amount of $49,155 that was sent to the General Fund will cover the full repayment of the funds that were originally given. The last $50,034 will be put into the Water & Sewer Fund so that it can be used for future sewer or water needs.

 

C) Justin Thacker, Deputy Finance Director

1. Increase the Fire District budget by $43,004 to cover the extra money that will be made over budget in FY 2024 and sent to the fire departments:

  • $10,708 to Draper
  • $32,296 in Leakesville

To send Pelham’s Fire District fund balance, you need to add $2,037 to the Fire District budget. This is because Ruffin took over the coverage area on July 1, 2024.

 

2. Change the $30,768 budget for FY24-25 to include the new software subscription CUSl /UMS. This meets the requirements of a new government accounting standard that says some software subscriptions must be capitalized as a Right to Use intangible asset and the corresponding liability must be reported.

 

3. Add $2,578 to the Cooperative Extension budget for FY 2025 to cover program income that wasn’t planned for in FY 2024. The money from the different programs will be put back into the same program where it was made.

 

4. Change the American Rescue Plan Grant Project Ordinance to put $80,473 in ARPA funds that haven’t been used yet into the ARPA Water/Wastewater Expense Category. The Highway 220 Wastewater and Water Capital Project will get these cash. Change the Hwy 220 Wastewater and Water Capital Project so that it can receive money from the ARPA special income fund.

 

5. Take $384,116 in interest earnings from the American Rescue Plan Grant and move $79,295 in interest earnings that were already going to other accounts. This will bring the total amount of money that needs to be moved to the General Fund to $463,410.

 

6. Give an extra $50,000 for the amendment for years 2 and 3 from the ARPA TSF funds that NCDHHS gets for the Public Health Department.

 

7. The extra $869 given to the WIC program in public health is the right amount. The first budget was $432,862, but the Rockingham County addendum now says that the total budget is $433,731.

 

8. Raise the project funds for the Stoneville Library and the Vera Holland Trust Fund so that the roofs and siding on all three buildings can be replaced. It was agreed upon by the Library Board of Trustees at their meeting on July 25, 2024.

  • $34,394 from the Vera Holland Fund for the Stoneville Library
  • The Vera Holland Center and the Vera Holland Fund $18,243

 

9. Add $332,252 to the budget for FY 2025 to cover the finished school projects. The money will be saved in the school’s capital reserve fund so that it can be used for future projects that need to be paid for right away.

 

10. Add $5,000 to the library fund so that the Reidsville Area Foundation can give it a grant. The money will be used to buy books.

 

11. Change the budget for FY 2024–2025 by $104,685 to include the new software subscription Titan HQ. This meets the requirements of a new government accounting standard that says some software subscriptions must be capitalized as a Right to Use intangible asset and the corresponding liability must be reported.

 

D) Todd Hurst, Tax Administrator

1. Request that Karen Smith be made Deputy Tax Collector.

 

2. Ask for acceptance of the July Tax Collection and Reconciliation Reports, which should include refunds from July 17, 2024, to August 6, 2024.

 

E) Susan O. Washburn, Clerk to the Board

F) Derek Southern, Assistant County Manager

Buying software for keeping track of time. The program will work with both our current HRPY system and the new system that will be put in place soon.

It was decided that August 2024 will be Child Support Enforcement Awareness Month in Rockingham County.

7. Ronnie Tate, Director of Engineering and Public Utilities, will give a speech.

Ask for permission to extend the current waste hauling franchise deal with Waste Management for another five years. There is an understanding for an extension.

 

8. OLD BUSINESS: Case 2024–12: Zoning Map Amendment (Rezoning) – An application to change the zoning of a 4.42-acre piece of land from Residential Agricultural (RA) to Neighborhood Commercial Conditional District (NC-CD). – Rezoning with Conditions Person applying: Jaime Wall, Owner.

After the public hearing was over, they chose to think about this item again in August.

The draft law that comes with this agenda item request could be changed after the Commissioners look it over.
