A Massachusetts man is facing a disturbing charge as a result of a bystander’s actions over the weekend.

According to Everett Police, they responded to Broadway to investigate a claim of animal abuse after receiving a tip from a concerned resident.

Hector Quijada-Portillo (44), of Everett, was arrested without incident.

Saturday night, shortly after 9:00 p.m., a concerned person entered the police station and showed officers a video of Portillo beating the cat with a belt while holding it down.

Portillo was taken into custody and will be prosecuted with animal cruelty and an outstanding warrant.

The cat was captured by Everett’s Animal Control Officer.

Portillo’s arraignment is scheduled for Monday at Malden District Court.
